Determine the size of the external form of an ACL

Use the -l c option to qcc to link against this library. This library is usually included automatically.
The acl_size() function calculates the size, in bytes, of the buffer required to hold the exportable, contiguous, persistent form of the given ACL.
The size, in bytes, or -1 if an error occurred (errno is set).
- The acl argument doesn't point to a valid ACL.
This function is based on the withdrawn POSIX draft P1003.1e.
